Screen frozen during boot up

After POST, but before boot, press the F8 key, then select "Last Known Configuration that Worked."
If still no boot, then press the F8 key as before and select Safe Mode." If you can get into Windows Safe Mode, you can try:
Start>Accessories>System Tools>System Restore, and select a restore point from a date the computer was working.
