I understand th feature of utilizing the ipconfig command to discover an ip address for a windows computer. Is there a way to disable this utility command-line and all others related to it so that there is no way to discover that vital ipaddress unless you're the system admin.
 
In that case just set the permissions on the appropriate .exe files so that only the Administrator can execute them. You will also need to disable web browsing as there are several web sites that will show the IP of a computer.

It's fine in theory, but probably impractical in reality.
