Resolution? Monitor size? Which games? OS?

I would think a 4850 might be a good option for ~$130 with rebates, but it's hard to suggest without more info.

the best card for a 150 bucks is the HD4850 but i,m not sure if your psu can handle it. If possible you might want to invest in a better psu like a corsair or zalman. for 100 bucks you can get a 500-550

My monitor is 19 inch widescreen. My resolution is 1440 x 900. The games vary from civilization IV to far cry 2, mass effect and company of heroes.

+1 to aevm's suggestions as well. I would definitely go for a better PSU, some more RAM too.
