Biostar mobo Tforce 6100

Well I was given this computer to me because the computer stopped responding. The Motherboard is a TForce 6100 (non am2) socket 754 There are 4 led Indicators and all are off except for the last one The Led_D1 and Led_D2 lights are off The manual indicates that there is a CPU / Chipset Error What i want to know is this MOBO BAD. the computer wouldn't boot

No power so i replace the PS with a new PS and when i would power up the computer nothing would happen so i went and looked for the manual online and found it on the address I Stated earlier in the first post. There are 4 indicator lights LED_1, LED_2,LED_DIMM,and LED_PWR IT states that if LED_1 and LED_2 is off that there is a CPU/CHIPSET ERROR would this mean i have a bad MOBO
