Pc wont boot up

pc has one beep, before it happen theres a warning about clocking default. and when touch the cpu case there is electric shock. is there any way to make my pc working again?

Shocks are a bad thing ... are you sure not static electricity from walking on carpet. Take out PSU and test w/ multimeter ....check build for shorts / grounding issues.
