Intel E7400 Processor's Heatsink

Can i use Intel E7400 Processor's Heatsink on my Old Compaq Presario Desktop, which came with Cooler Master Heatsink? Old Computer's Processor is Celeron , with 478 LGA Socket.

And also can i use Cooler Master Fan on E7400 Processor??

No and NO!
Socket 478 and LGA 775 have different mounting holes, the coolers are not interchangeable.
Even if they where, I highly doubt that old S478 cooler will be able to match even your stock LGA775 cooler performance wise.
