I have 1 internet connection on the top floor of my house (1.5 Mb) my sister has another connection (1.5 Mb) on the bottom floor of the house, me have the same provider. We both have routers, I was wondering can I connect both internet connections to my pc??? and how??

You can connect both routers to a routing switch (or install a second NIC if you only have one), but what's your goal? Using both routers will not necessarily improve your transfer speeds.
