How to overclock but keep fan speeds low when not gaming?

I'm looking for a way to overclock my i5, but keep my fan speeds low when not playing games. Right now I'm using software called EPU-6 power saving, which keeps my computer near silent. I want to be able to switch to overclocking when the CPU reaches load. However, EPU-6 won't work if I overclock from the BIOS, so I'm looking for an alternative way to go about this. Thanks.

Use an enthusiast MoBo and connect fans to MoBo headers.

Use a Fan Controller and thermal sensors.

Are you talking about case fan or cpu fan?

And after you have arrived at your overclock settings, turn SpeedStep back on.
