I have a HD Visiontek 4850 and with the stock fan at 100% my idle temps are 48 and my load is somewhere in the mid 70's. Not only is it loud but I just think this won't last for long.
I am a huge noob at installing fans and stuff onto a graphics card. I built my computer so I am not completely ignorant, I just have never dealt with a vga fan installing situation. What is the best graphics cooling solution for the price and is it complex to install it?
Just unscrew the screws on the back of the card and the backet then your heatsink will pop out.
Remove the stock TIM and apply a new TIM (I use MX-2). Add the after market cooler and you're good to go.

Could you go into a little more detail with the last two lines you wrote?
i don't think that card would die easily.
a device would have died easily if it consumes too much power.
the 4850 sips power compared to nvidia GTX's, its just that heatsink/fan combo is designed not to produce so much noise which makes temperatures higher than normal.
an easier and cheaper route would to install an exhaust fan in a case in the vicinity of the video card.
