Another Help my PC won't start sometimes

So at work, we have this old system and my problem is that sometimes, I need to unplug and re-plug the PC from the wall before it will power on. If I don't, I will get the power light and the HD light to power on for about a second, then they will go off and nothing will happen unless I unplug it.

I thought maybe it was a bios battery but after power cycling the date and time are still fine...
any ideas?

Its an old p4 ~ 2.4 ghz
1 gb ddr ram

It is a fine computer for what we use it for, but its getting to be a pain.

edit. The pc runs great after power cycling. Never has any problems once it is running.
