Hi, during a recent restart my system got to the point where it detects the monitor and then simply hung, turning the monitor to standby mode and never reaching any boot screens. I attempted to turn the computer off with the power button but it did not respond, I then flipped the switch on the power supply to turn it off. The computer does not turn on at all now, nothing no signs of life, disconnected the psu from the computer in an attempt to test it by itself but it does not turn (not sure if i did this correctly, hooked a fan to one of the connections and turned it on, nothing). All of these parts are under 30 days old, I have no idea which part failed, but I am assuming power supply. Even if it was CPU or MOBO the PSU would still turn on correct? Just looking for opinions or similar experiences before I swap parts... as this could break more of them. Thanks.
Your description is extremely confusing. You make assumptions about what happened instead of saying what actually happened.

The only point where this happens is when the OS loads. Are you saying it booted into windows and hung? I suspect what you really meant was that you heard some noises and saw a brief flash on the screen, which then failed to detect a signal and so entered standby.

Your computer does not do this. Your monitor does this when it no longer detects a signal.
"never reaching the boot screens"
OK so your OS never loaded, right? You never saw any white text on the screen at all, so you are saying you saw no BIOS messages.
-Take the side of your case off.
-Unplug the power supply from the wall.
-Make sure the power supply switch is ON.
-Wait a few minutes, then plug the PSU back in. Did you hear any noise from the PSU briefly?
-If not, replace the PSU. Get a quality one from a recommended brand.
Ok if you have a standard atx psu what you need to do to see it it powers on is to place a jumper between the green and a black wire on the 20/24 pin power connector.
