what os should i use. note i know nothing about differncess betwin 32 and 64 in any of the os.

Vista home premium 64 bit is my recommendation.

If you have not purchased the hardware already, please reconsider the DDR3 choice.
Core 2 cpu's are not very sensitive to ram speeds.
If you look at real application and game benchmarks(vs. synthetic tests),
you will see negligible difference in performance between the slowest and fastest ram.
Perhaps 1-2%. Not worth it to me.
Don't pay extra for faster ram or better timings unless you are a maximum overclocker.

and just to make sure you got the point on the rams:
1600MHz bus on the cpu/mobo does _not_ mean you'll need a DDR3-1600 rams, DDR2-800 would be enough for 1:1 ratios even for 1600MHz (400 quadpumped) bus cpu, Q9550 uses 1333MHz bus (333 quadpumped) so 667 would be enough for stock, 800 would give you some room for overclocking without having to overclock the ram...

price difference between DDR2-800 and DDR3-1600 is massive...
