I was wondering if someone could explain what I need to do to get my 8800 GTX OC and my 8800GTX OC2 to run in sync with one another. Does the OC2 automatically downgrade when they are in SLI or is there something specific I need to do to make that happen?

If there is a better option than downgrading the sped on the OC2 please let me know.

well your OC2 will down grade to ur OC. So your cards are already in sync. If you want to make them both OC2 in sync, you need to overclock the video cards in riva Tuner, while they are in sli.
