for $600-$700, what is the best possible setup that i could get? because i want to kknow what i should be looking for.
(i'lll be playing games on a 20" 1680x1050 res monitor and would like to be able to play at 60+ fps on at least medium settings on most games)

Wow, that's an amazing build for $600. Very nice work

Possible improvements: $17 more buys you a 650TX PSU, and $20 more buys a P5Q Pro. With these changes, you're all set to do Crossfire later and that will make your system last a lot longer. The P5Q Pro is not ideal for two HD 4850 cards, but it's only about 10% or so weaker than some ($100 more expensive) x48 motherboards.

Yeah, I should have said, there's no way to get all that and Windows and still keep it under $700. Still, for $750 or so you get incredible value these days. My own PC cost $3000 last year and it's about the same speed as this build of yours (it's got an 8800GTX in there).
