Will this PSU do the job?

I have a new build and am wondering if my low frames is due to my PSU. This is the build I am currently running...

Sorry for the link spam, I just want to make sure the pieces are ok for this build, I do not overclock or anything, everything runs at stock atm. My main concern is that the PSU may not be the one for the job for my card, I could be wrong though. I have been experience low fps in most games and on occasion in WoW, I will get a screen glitched out with pixels - mostly pink ones. Everything seems to be running cool around 32c, not sure about the graphics card though. Should I RMA the card, or perhaps the PSU? Thanks guys.
 
The psu is more than enuf for ur rig....even a quality 500 W would do the job ...so the 650 W will do a fine job...

As for the display problems, search if any old display drivers are present in the comp...Uninstall if any and install the latest drivers from the nvidia website...try these if this doesnt solve then check the card and the psu in an another comp if u can...

This is all from a fresh reformat, the only drivers I have installed on it were the current 180 ones, up until now where I am trying 178.24, I still get low FPS on WoW for isntance, around 40-50 average. Ran Driver Sweeper in safe mode to take out the 180 drivers as well. I'm convinced my card is just faulty :(
I haven't tried my onboard in comparison yet since its supposedly nice. I have been reading I need 25amps on the PSU and I don't know much about PSUs in general, does this one meet those requirements in terms of ampage? ATM I do not have another rig I could test it on, at least not a 2.0 mobo.

I'm just going to RMA the card most likely, unless I find a fix or solution in the next day or so. Anyone have any suggestions on cards in that range?

Can the FPS drop be CPU related? Most of my other games seem to run fine - constant 60 FPS on Left 4 Dead on High 4xAA.
