Go with 64-bit Vista. 32-bit Vista won't be able to use all 4GB of RAM.

I personally think DDR3 is not worth the money. I would stick with a X48 chipset board and 4GB of good DDR2 800 RAM. The X48 chipset would allow the option for full speed crossfire in the future, and the DDR2 800 RAM would allow you to OC the Q9650 to 3.6GHz.

Use the money saved to get a 4870x2.

I would recommend dropping to 1 velociraptor and 2 x 1TB HDD's. The velociraptor is fast enough that running in raid 0 is not going to give you $300 worth of performance increases.
Velociraptor for OS and frequently used apps. 1TB HDD #1 for data/general use apps and 1TB HDD #2 partition and use as backup for both primary HDD's.

Another option would be to use two 640gb HDD's (more then enough storage for most users) instead of the 1TB one listed above and use the extra cash for a blueray player or larger monitor.
