How much can you afford to pay for the graphic card?

What is your screen resolution?

What are your favorite games?

9800gt or 4830 should be able to run on your system without major bottlenecking. Any higher will likely be a waste.

Yeah, maybe 4850 at most.

Add two more GB of RAM.

Try www.ncix.com, www.newegg.ca, www.memoryexpress.com.

Edit: here's an article that shows how various CPUs bottleneck the best video cards available today:

Your CPU is not that bad, but it's not a good match for GTX 280 or HD 4870 X2 either.

Overall performance at 1280x1024:

C&C has frame rate capped at a low 30. So if that's the only game you play, you can make do with less. For FPS, more powerful cards will be useful.

At that resolution your going to be more cpu bound. I would recommend these cards:
100$

150$

In my opinion I believe 4830 will be enough.

It should run on XP, yeah, it will just be in DirectX 9 mode instead of DirectX 10. It's not important. It's just that some games (like Crysis for example) look a little better on Vista than on XP because Vista has DirectX 10 and XP only has DirectX 9. A lot of games (for example Bioshock) look exactly the same with either 9 or 10 anyway.
