A Dell D510 laptop, XP, IE. Standard hotel "accept terms of service" page won't go away.

The laptop hasn't been at the hotel for weeks, and it's messing up the laptop and the connection to the wifi.

When the laptop is rebooted or turned on, the first time IE is started this page loads instead of the configured home page. After a while it goes away and things are normal. Reboot or restart, same thing over again.

Ideas?
