Why is my wd passport not recognised on any device i plug it into

when plugging my wd passport in it keeps coming up as usb device not recognised. PLEASE HELP!!!!!

Does it require a extra AC power source? if so, use that and it should work

If it is new, try this:

Right click My Computer, select Manage. Expand Storage and select disk management. Select your storage device and format.
