XP control panel icon display wont stay

Hello,
By this I mean I want entire window to display icons instead of list and I want it to do that by default.
I can finagle it to display that page but not by default.

Next time you go to Control Panel, look at the top left of the frame and click the word "Tools" then "Folder Options" and then click the "View" tab.

Scroll down until you see a checkbox entry named "Remember each folder's view settings" and check it, then click "Apply" and then "Ok."
