Getting past 3.6GHZ without crashing

Just installed win7 64-bit now I cannot get past 3.6 GHz without crashing, was stable at 3.6 in vista. It stays stable at 3.5GHz in win7. It is not thermal as the temps stay at or around 40c idle 57c@100% load, no matter the clock speed, within reason of course. So whats holding me up? Its a X4 940 BE stock voltages 1.35v-1.38v. I do not mess with the voltages. I just want to clock it up on stock voltages not looking to get past 3.6GHz thats a plenty.

maybe you could try to rise in tiny jumps those voltages i know it's a black edition but that might have to do with the processor stepping ,otherwise the new stepped proc wouldn't need a vcore raise,but i see your rig specs and i can think that maybe your psu is limiting the oc,remember more o'c demands greater power from the psu to the processor..
