Fan always at full speed

Hey, i have a Palit GT 9800GT Super Plus, the Fan always runs at full speed until the driver is loaded, normally this wouldn't be a problem but i'm dualbooting between a system for which no drivers are available and windows.
Is there any way to get the fan to run at a normal speed without driver loaded?

Get Nvidia control panel or nTune and turn the fan down.

I think ntune can control fan speed.

Thanks for your replies, but that doesn't help me since changes made with ntune are lost upon reboot (i realize i can set it to load a profile upon start, but as i said, i am running another operation system without driver support and therefore without ntune).
Or am i missing something, i didn't find any option in ntune to save the configuration to the bios (which i think is what would be needed).
