How good of a build do you think this is? That is, is it likely to be able to play FEAR 2 when it comes out? How long will it be till it's so outdated that I'd have to upgrade or build new? Also am I bottlenecking myself anywhere? The budget is about 1000 to 1300 at most, after rebates and discounts. The monitor, case, and keyboard/mouse are not included in the budget as I already have them. Also any other comments/critique is more than welcome. Also this machine will be used for everything from word processing, to gaming (mainly), to art work (Photoshop/Illustrator etc), and just the standard e-mail and internet and various entertainment.

I'm not familiar with PowerColor, but it cannot possibly be worse than Diamond. I've read a lot of positive comments about Visiontek over their warranty.
I'm not sure I'd buy anything open-box. Somebody returned it for a reason. Wireless cards are pretty cheap.

You pay $113 more now, but don't have to get another card later and get the entire graphics power right away. Also, I trust Sapphire more than Powercolor.
I agree with aevm. The 4870x2 would save you money in the long run and give you the performance immediately. His suggestions on the velociraptor and silencer 750w are also very good.
well the reason i chose the X48 mobo was to be able to XFire with 2 x16 and get better performance and not bottleneck myself, fair enough to the PSU comments and velociraptor, I'll probably end up with the 750W, but my concern is about the "bare drive" part because I do not know exactly what it means, and how to set it up, but I am looking it up as soon as this is posted. As for the RAM I want something faster than the 800 which is why i'm going one step up with the 1066.
Now, upon thinking a little about it, would i be better off going with a 260 GTX (216 core) from nVidia and SLi-ing that s**t? I know I'd have to get a different mobo, so maybe a 780i or 750i or something? The reason being is that nVidia has shown that they are more often the victor when it comes to performance, stability, and faster driver updates, and yea while ATi and nVidia cards have been neck and neck for the most part, doesn't nVidia have a better rep? Or is this just optimistic thinking and the nVidia chipset boards are big s**t? Sorry for all the noob questions but I really don't want to be one of those "nVidia fanboys" but I also want to make sure I get the most for my money. Speaking of which, the 4870x2 is just out of my price range. When I say I want to SLi/Crossfire I mean that I will be getting the second card sometime mid to late February.

Also I'll be running Vista, not sure if it'll be x64 (I'm hoping, it all depends on compatability with the games I plan on running, FEAR, FEAR 3, WoW, WC3, CoD4, Gunbound [don't judge me XD] etc.]) if not then 32-bit, and the reason being . . . I want DX10.
This whole thing goes in cycles. Last year nVidia was by far the better choice. At that point I got myself an 8800GTX because there was nothing else even close to it. This year ATI is better. Next year, I have no idea who will lead.
The high-end nVidia cards are fine AFAIK. All the bad news I've read recently apply to their mainstream or laptop cards and motherboard chipsets, but nothing bad about GTX 260 or GTX 280. One of those would serve you well. Just forget SLI, because SLI motherboards are a PITA.
If you go with HD 4870, try getting a Sapphire or Visiontek. If you get a GTX of some kind, try eVGA or BFG or XFX. These are the manufacturers with the best reputations IMO and have good warranties.
