I recently bought an after market heatsink/fan for the 89w version and I'm only seeing minimal results. My CPU temp went from 45c to 42c on idle. I'm not overclocking. I've reseated the hsf twice. I am using the antec 900 with the fans all on medium so I know I have good air flow. Is there something I'm doing wrong?

Which heatsink did you buy?
You can set the fan to "always on" in the bios.
Look at the temperatures of the cores.
Use Core Temp.

It doesn't seem too high.Remember that your heat sink compound will take a while to cure so after a while it could go down further by a few degrees C.
You might eventually see mid to upper mid 30 C temps.

I am using ARCTIC COOLING Freezer 64 Pro 92mm CPU Cooler. I also disabled smartfan in bios
if thats what you mean. Here is what I get with coretemp.
