Hyper TX2 and E5200

I need a direct answer please, Can the Hyper TX2 overclock my E5200 dual core 3.33ghz (stock fan) to 4.0 ghz?

And if anyone can take some time off and help me calculate this crap, Cause its very confusing and i don't know what to do exactly.

2GB Ram DDR2 800 Mhz .. I'm going to get another 2gb ram stick prolly the same.

Don't know. Anything past about 3.6 GHz, you will start running into limitations of the CPU cores. I can reach 3.78 GHz with my E5200 at about 1.32 volts. At a 1.6 volt vcore, I can reach only 3.78 GHz.
