Dead motherboard?

After 2 amazing weeks, my perfect build didn't POST. PSU tested functional. Motherboard: Gigabyte ep45 DS3R; chip: Intel Q6600.

With the CPU in, hitting the power button would cause the fans (and LEDs) to turn on, hold for a few seconds, turn off, and come on again after 5 seconds or so. This continues until the PSU is turned off (pressing the power button makes no difference).

With the CPU removed, hitting the power button causes the fans and LEDs to turn on and stay on forever.

Does this mean the board is fried?

Sounds like something is over heating and causing a shutdown. Make sure the heatsink is mounted securely and making good contact with the CPU. Also check the cooling/heatsink on the video card.
One other issue may be a sticking power button on the case.
