Verifying dmi pool data

Hi All,
My friend's PC made a strange noise then psu went. We replaced his with my old one but all we get is"verifying dmi pool data... update sucess" then "DISK BOOT FAILURE, INSERT SYSTEM DISK AND PRESS ENTER".
No hard drive,cd rom is being detected in the BIOS. We noticed that the AMPs on my old PSU is 2.4 while AMPs on my busted friend's PSU is 4.5. Could that be what's preventing PC from booting? Or could it the mother board? How do I eliminate it's not the motherboad?
I don't think it's the HD as we used different working ones but got the same message.

Did you check the boot order?
Are the controllers are enabled?
Are the drives plugged in correctly?
If the machine is posting, just not detecting the drives, I doubt power is an issue.
Indeed, damage may have been done to the board as well, or it could have been a motherboard issue that toasted the PSU. Doubtful, but it could happen.
