Problems with TV-Card and MCE Remote

I have two irritating problems with my PC.

1. As I watch TV everyday with my DVB-C TV-Tuner card (Twinhan, PCI) at some point viewing "crashes" (if it could be called so..) and Device Manager shows the status of tuner is "device cannot start (code 10)". It works again if I switch off power completely and then back on. Only rebooting doesn't help.

2. I also appear to have MCE Remote kit. Whenever I turn on my computer, windows does not recognize IR Receiver it until i unplug USB connector and plug it back. If I happen to reboot computer anytime after this replugging and consequent successful recognition the device still works. It seems to me that receiver doesn't get power before replugging, because that red LED doesn't blink when I press button on remote controller as it does normally.
