Active Synch 3.71 not installing hangs at 92% on Win2k

I have tried everything from removing the registries under win2k based
on several computing sites like Zdnet, palmtop admin sites still when
Installing it installs up to 92% and then it freezes. Yes I had removed
the device before I actually install Active Synch 3.71.... I safe boot
and removed them still and all temp files and still no go. This is for
the Ipaq PocketPC. Help ? Using Win2k with SP4, etc..all newest updates.
