Should OS be installed in new pc before installing peripherals

Hello,
I purchased a new pc without an OS. Should I load in the new windows xp Pro before installing new video card and ethernet card? Or can I install the video and ethernet card first?

I would install all the hardware first. If you are lucky XP will install a network driver to get you going, and it will install some sort of video driver, but update the video driver right away!
