Here is what I'd consider:
CPU - Save $100 and go with the q9300. I don't think your going to notice much difference in performance (2.8 to 2.5 ghz). Yes you have doubled your L2 cache, but not sure it makes that much of a difference.
Mobo - I'd probably go with a good p45 based mobo. Even the Asus P5Q Pro is nice enough and it's about $90 cheaper than the one you selected. You don't need X-fire mobo for a 2D or Photoshop rig. 1 16x PCI-e slot is all that you should need. Even the p45 mobo's have an additional x8 PCI-e slot that you could crossfire later, if you think you really needed that.
Memory - I'd probably stick with 4gb's of DDR2 800mHz (CAS4) RAM. The 1066mHz RAM isn't really going to make a difference, unless you get into extreme OC's, which it doesn't sound like you are.
GPU - I'd suggest a 4670 GPU at the minimum. Heck you could even run with onboard GPU, but that would limit what you can do. Even the 4850 would be overkill, but if you game at all I'd consider the 4850 GPU. It outperforms the gtx260!
HD's - I wouldnt' waste my $ on the Velociraptor. You can get 2 x 640 gb WD AAKS HD's for about the same and still have plenty of extra room to spare. The performance isn't too far off of the Velociraptor.
Cases - I'd opt for the Antec 300 for your AMD rig, since it's pretty cheap and is a solid case. For this build I'd suggest getting the Cooler Master 690 case. It's as good/if not better than the Antec 900 case. It'll allow you to place your PSU right side up, if you like to. The Antec 900 doesn't, IIRC.
PSU - I'd stick with the Corsair 750tx. Especially at the $80 price that you quoted above!!! Hard to beat for the performance and price. 5 yr. warranty isn't a bad thing either!! Plenty of power connectors, so you shouldn't have to worry about having the right connectors for this build and the next!!
DVD Burner - I'd get the RETAIL version of the burner of your choice. This way you get the necessary software to read/burn DVD's, for little cost to you (usually $5 more).
Monitor - You should be able to get your 24" monitor within this build price with the adjustments that I've listed above. I'm not sure if you agree with my assessments, but that is what I'd consider.

I would recommend an Nvidia GPU as CS4 is designed to work with their CUDA system, however you shouldn't need anything very powerful for the work you are doing so maybe look for something older and cheaper than the GTX 260.
I'd stick with the q9550 actually... the Cache actually makes a huge difference, thats actually a very big reason why it does better in almost every program compared to other processors... yes the architecture is significantly better... but the massive cache doesn't hurt it either
