I have a problem with a video card. Recently I found an ATI X1950 Pro Sapphire(512mb) on AGP. But it has a problem. Look at the following screenshot. I see the same stripes before starting Windows. Anyone has a solution for this?

You "found" this card exactly where?
I would say this is either bad drivers, overheating card, not enough power, or the card is simply toast.

I found it a friends place :). I don't think is driver problem because I see the same things before booting Windows. I have a 400W PSU. It could not be enough?

Yes, that should be enough PSU for this card.
Yeah if it does this right from boot-up, it petty much means the card is ready for the recycle bin.
