I have some DDR3 and want to put in X58 but...

voltage is rated 1.9 but would it still run as low as 1.5 or w/e core i7 needs if I manually set it in the BIOS

If the RAM is rated at 1.9v, you'll have a hard time getting it to work at 1.5v. You're better off finding RAM specifically made for the Core i7.

It will run - but at much slower speeds...

It might run. The BIOS of the X58 boards should run them at 1.5V, but I've seen plenty of cases where it simply won't POST.
