My wife has a Zire 71 that she has had for about 18 months and it recently
just stopped functioning. It will not power on and any amount of charging
seems to do no good.
I took it apart assuming that the battery may be the problem. According to
the spec's the Li-Ion battery is supposed to be 3.7V and 900 maH. I measured
the voltage and got 3.2V.
Is this low enough to prevent the Zire from functioning and indicate battery
failure? I hate to order a new battery and find out there is some other
problem.

I believe it should actually get to 4.2 volts when fully charged. The
threshhold voltage of my T|E is 3.77 volts. My guess is that you
battery is not charging if it never gets higher than 3.2v. The Zire
should operate with the power supply plugged in unless your battery is
a dead short, but it must not be if you read 3.2v.

Li-Ion batteries are reported to last an average of 2 years. Course that depends
a lot on the individual use. Some are reported much worse and some much better.
If you are handy there are replacement batteries available.
However before you do anything drastic try the following (copied from the
PalmOne site). It has solved battery problems for several people who initially
thought their battery was bad. Good luck.
In-Cradle Reset
Rechargeable devices only
An in-cradle reset will reset the charging circuitry in a
rechargeable device. This is helpful if your device turns off
as soon as you turn it on, or if it doesn't seem to be
charging when you connect it to a power source.
The charger can be any type of cradle or cable that charges
your device. The important bit is to make sure the power
adapter is plugged in and supplying power to your device
during the reset.
Connect your device securely to its charging cradle or
cable, and connect the cradle/cable to a power source.
Use an unfolded paper clip, or the reset tool at the tip of
your stylus.
Gently press the RESET button inside the hole on the back
panel of your device (where's the reset hole?).
All data on your device should be retained. If you do lose
data after a soft reset, you may have a more serious issue
with your hardware that requires a repair.
After a soft reset, a logo screen appears, followed shortly
by a Preferences screen asking you to set time and date.
Note for Visor Edge: it can be tricky to perform this
operation with a Visor Edge since the reset hole is below the
back of the cradle when your handheld is correctly seated. The
trick is to rotate the handheld very slightly clockwise
(assuming you are looking at the front face of your handheld)
until you can see the reset hole appear over the back of the
cradle. If your charge light is functioning (sometimes it
won't be when the recharging circuitry needs to be reset) you
can use it as a guide: don't move it so far that it is no
longer lit. Then perform the soft reset.

I did a google search just last night for "zire71 crash" & found
several posts suggesting hard resets &/or battery draining combined
with hard resets for something like this.
My wife's Zire 71 ... sync'ing on her Winblows 2000 Pro system leads
to a hard crash - no mouse cursor activity, no ctrl-alt-delete, no
nada. Have to hit the computer reset. No recent software installs on
either her Zire nor her Winblows system. I have no idea where to look
for any clues regarding the crash.
I removed & reinstalled Palm Desktop [latest version according to
Palm's support download site]. Still crashes.
This evening I will install Desktop on her laptop to see what happens.
I successfully sync'd it twice on my Linux box using JPilot,
indicating to me that the cradle & Zire are basically ok.
Much obliged for any suggestions.

It sync's fine on her laptop.
I may have narrowed down the problem to a badly programmed 3rd party
conduit that crashes if its configuration is missing. Stupid
programmers...
