First here are my specs:
E8400@3600 mhz,Asus P5N-D, SLI 8800 GTS 512 OC'ed ,4 GB ram, 1HDD and 1 DVD and 4 fans.
I am worried because of my +12V rail.At idle it's at 11.71 but under load it drops to 11.14. I used hwmonitor.
I have a 600w PSU with 15A+16A=31A.

Software voltage readings are no good, use a digital multimeter. And the 12V rails are usually not additive (ie you probably have less than 30A).

That being said, you should definitely get a new PSU. Something SLI certified from Corsair or Seasonic, 450W+.

mine ran fine as well with the case supplied "550" watt psu until it smoked ! Guess what the 550 was a max that it could reach , if the sun were shinning and the moon were blue , not what it could run at all day .
Don't wait till things start smoking

That already happend with an older 400W PSU,no name.It ran my old GTS320 for 1 month then 1 day.... BOOOOM.I smeld smoke,looked down and blew in to my face!!! I had an har attack. No just kidding :)
