Giving My Laptop More Power

I use to be able to get more "ooomph" out of my laptop when I had windows Vista installed and used a power management program that came with the system. Now I run windows XP and I know that my GPU and possibly the rest of the machine isn't getting enough power, because where before I had high, constant framerates, now I have decent framerates that stutter when stuff happens onscreen, because I'm quite sure that not enough power is being given to my components.

I have an asus F3ka laptop with a mobility radeon 2600 (swear to god ATI doesn't have any support for this machine).

Could someone please tell me the best way, either software or otherwise to manage power on my system, and allocate more power to specific components as I choose?
