What did this "E" shortcut start and how did it get deleted? Is this a program, internet shortcut, some type of system utility? You have to understand the way you asked the question is like me asking you how do I get my paper back. Do you have any idea what paper I'm talking about? Could be my list of people to throw pies at, could be a cute kittie doodle, maybe the paper is blank and I left it in my old car that is sold to someone 3 states away now.
