Hard Drive Capacity

I have a 2 TB Seagate Hard Drive in a Windows 7 64 Bit computer. I can only see 1.8 TB of the drive in BIOS or Windows 7. Is this normal?

    Windows reports file sizes using binary KB, MB, GB and TB: KB=1024, MB=1024^2, GB=1024^3, and TB=1024^4. So according to Windows, a drive would have to contain about 2,200,000,000,000 bytes before it would show up as "2TB".

    If you right-click the drive and select "properties", it will show the size in decimal as well as in binary TB.
