TSSTcorp SH-S223b low speed

I have a TSSTcorp SH-S223B that should be copying files over at 23 mb/s, but it's currently filling an empty dvd at 1.5 mb/sec. what could be the problem?

look for any firmware update for DVD drive ..
also try to uninstall your DVD drive DEVICE DRIVER from device manager & restart the PC..
