Lower access time = Better OS drive?

Is it correct that access time is more important than transfer rate for a OS drive?

Does lower access time mean faster booting/loading?

Access time is how fast it takes to switch from one file to another, transfer rate is how fast it can get through a single file.

You can beat a good SSD for booting/loading. My i3 @ 4.2 and and intel 80G boot drive starts up in 8.6 seconds, and when i join a dungeon in WoW i can be killing the first mob before everyone else is loaded.

daship is absolutely correct - yes, to both your questions.

Too many people look at transfer rates alone and come to the wrong conclusions.
