Transfer of hard drive data to new one

Just bought a new computer. Need to transfer my data to new hard drive. What is safest way to do this?

I have done this by adding the old HDD (attaching data and power cables). Start, and use windows explorer to copy the files from the old HDD to the new one. Another way is to install the old HDD to an external enclosure, and copy the files from that, then you can use the old HDD as a backup device.
