F2-6400CL4D-4GBHK simply because it requires less voltage to achieve the same performance.

The HK is a newer product that the old PI series. It uses more modern lower voltage memory ICs, but I don't think this necessarily translates into better overclocks. At stock settings the two should perform the same, but the HK should use less power and run cooler.
