I would start by using the cmos jumper to reset the bios with the system off. Move the jumper over one position and after 10 seconds, return to normal run position. Check to be sure the heatsink is seated evenly on the cpu. If the symptoms won't go away, take the board out of the case, and do some diagnostics on a non conductive surface, such as a phonebook. Start with just the cpu/heatsink, one stick of memory, and video. Add components until the problem re-appears.

jumped the cmos still with no effect. Everything turns on except the fan for cpu cooler then after 20 seconds turns off then turns on again...could it be the cpu cooler since the bracket for it is metal on the back side of the motherboard maybe its shorting it out??

Its probably overheating the CPU to the point of where the system goes through auto-shutdown. Get the CPU fan working and you should be fine.

ok so i took everything out and just tried it with one stick of ram and graphic card and the actual intel cooler and still the same problem. Also the the phase LED on the motherboard goes up all the way to red. tried reading about it and only thing it says is something about the power saving feature on the motherboard. What you guys think should i send this mb back and get a new one?

Is your CPU cooler fan functional? If so, then try resetting the CMOS again. If that doesn't work, can you give me the motherboard revision number? Should be near the bottom of the board near the left corner of the board.

the factory cpu fan started working then tried resetting the CMOS and still nothing turns on for 10sec then just shuts back down and all over again. I dont understand how come the factory fan works but not the XIGMATEK fan, they use the same port for power. I think the revision number is this 8H9236 01194.

Thats not the revisoin number but nevermind that for now.

Did you apply the thermal grease before installing the heatsink on the CPU?

Does the system beep at all? If so, what is the pattern?
