So I put in new PSU red light on motherboard

but the CPU fan does not spin nothing else lights up or works . plug it into cheap tester and pg flashes and it's beeps like crazy . Bad PSU ? Brand new antec earth watts 550 watt modular . can the 4 pin CPU power be bad ?

Full spec please! Have you connected the 4/8 way connector beside the CPU?

Is "pg flashes and it's beeps like crazy" bad or good?
You didn't mention any components besides the PS and MB, so without CPU, RAM, video board, etc, I wouldn't expect anything much to happen...

fixed . put the cpu power plug on reversed. what an amateur !
