New to Overclocking
Hello,I'm new to overclocking and was reading an article on it and was following the instructions but was stalled at the PLL. I have an Asus P5Q Pro motherboard and an ATI Radeon 4800 series grpahics and a intel core 2 duo 8400. Any help would be much appreciated.

Next stop should be a guide for your particular motherboard. Google is your friend.
Go through the guides. Then go into the BIOS and change the System Memory Multiplier (or whatever your BIOS calls it) from AUTO to 2.00, 2.00B, or 2.00D - whichever you need to set the Memory clock to twice the FSB. Then when you increase the FSB, the memory clock will rise in step with it. If you are at 3.0 GHz (333 MHz X 9), your memory clock should be at 667 MHz.
Download CPU-Z to check your FSB:RAM ratio.
Warning - confusion factor between what the BIOS calls things and what CPUZ calls things. What the BIOS calls "memory frequency" is actually the memory clock. What CPUZ calls "memory frequency" is half the memory clock - DDR2 RAM, remember? It transfers two chunks of data each bus cycle. What you want in CPUZ is a 1:1 FSB:RAM ratio.
Overclocking memory doesn't accomplish much besides limiting your CPU overclock where the real speed comes from.
For a serious overclock, you will need better than stock cooling. Here are three under $50 heatsinks that are pretty popular:

The Hiper has pretty much replaced the other two because it works as well and is less expensive.
They all require a somewhat different approach to applying thermal compound.

And they are pretty large, so they might not fit inside your case.
If you are going to push the chip as far as you can, you need a case with good airflow. Intel's recommended max core voltage is 1.3625 volts and you should keep your temps under 70 C.
Thank you so much. I custom built my computer I'm going for electrical engineering technology in college and it sounded fun. I already have a xigmatec heatsink and a large case with plenty of air flow because when I built it I planned on learning how to overclock. I never realized just what all went in to overclocking. I'm also running gpu-z instead of cpu-z, aren't they the same basically? The guides amazing its really helping me out. Thank you for your help.
