HSF is Freezer 7 Pro and CPU is Q9400

It won't spin faster than 1,200 RPM even going down to 999 or less at times.

That seems WAY too slow, is there a way to test if I can make it go faster? Or a way to tell if this SLOW is normal?

I remember my old computer's HSF fan would never go BELOW 3,000 RPM

that could be normal -- 3000 is speed of 80cm fan, fp is 92mm low speed i think its an 1800 or 2000

maybe its a 1200rpm fan? but 1200 would be normal for a reduced speed higher speed fan

YES - you may be able to increase the speed go to power and hardware in the bios
most bios lower fan speed on the auto setting and raise it with temps - 4pin fans

some just lower it 3 fan pina - you can choose the speed to some degree

freezer pro is junk get a good cooler

It has a bigger diameter fan than your old HSF, and thus spins more slowly to move the same amount of air. 1200 rpm sounds about right as a max for the Freezer 7 Pro IIRC. How are your CPU temps?
You can also check in the BIOS to see if any "smart" CPU fan control mode is active.

PS - many of the items that ds says are "junk" are in fact perfectly fine.

If CPU temps are good, there's no reason to make it spin faster. Check temps, not rpms. If temps are a problem, continue, if not, leave it quiet.
