Could you please suggest a suitable configuration to meet the following:
Net-based EL teaching
extensive use of internet, MS Office
Excellent RAM
outstanding web camera
processor in my mind: Core 2 Quad Q8200
Best Intel motherboard for the above processor
and
comparably excellent other components
upgradability in future
Use: in India

A quad core seems like overkill for your fairly low-level requirements. There are lots of good setups out there, and you left out key information, such as price range, country of purchase, whether it needs to be assembled and working by the vendor or by the purchaser, etc. You should also consider the new Phenom II-based systems for good pricing.
