I think this game should run fine on systems with single core cpuz like 2.8 or 3.0ghz but the problem arises when u r using system with Pentium D ,core 2 or dual core cpuz.I don't know if it is a game engine or any dll file which is causing this problem but as long as the patch is not available u can try this :just lower down your cpu speed from the bios setup. I am using Pentium D 3.0Ghz and I have set it to 2.2Ghz, so far NFS undercover is running fine without any frame rate issue. My 7300Gt is not such a powerful graphics card but still getting 45-50Fps so with a better graphics card u should get better frame rate.This trick (or whatever) is working for me it should work for you as well just give it a try. my game settings r as follow

Resolution 1024 x 768
AA =2X or off
World level of details = high
Shadows = off
World Fx = low
Car Details = high
Car Fx = Medium
Car damge = off
Car smoke = off
have Fun.

try this during game play hit ctrl +alt+del task manager should appear click on services tab right click on nfs.exe then from drop down menu click on infinity uncheck cpu 0 and also try to play the game at higher setting.You should also try to find out what cpu speed works for you as core 2 got more processing power then pentium D.

ive tried lots of combination.lol. ive play the game with 100% in carrer mode and 75% overall.at this time of typing, ive removed the game from my pc

Its working for me not only for Nfs undercover but also for juiced 2 hin(although only just playable 25-30 fps) and for Grid as well.
