Cannot install OS from cdrom

Hello,
i was trying to format my hard disk..i've read some threads here about the error that says unable to format the volume because it is being used by other process, etc..well my problem is I set the First boot device to cdrom where i was putting the OS cd but still it didn't boot from cdrom because if it did a message will appear at the bottom of the screen saying boot from cd: press any key to continue..but nothing appeared and i'm really confused now..please help me..thanks..

Could be a bad disk, try to boot another computer from it.

Does it look like it's accessing the disk, but then skips over it and goes the hard-drive to boot?
