Trouble upgrading to HD 2600 XT

We have a relatively new (8 months old), very basic Dell 530 desktop, Core 2 Duo 2.2 Ghz, Vista Home Premium, 2GB ram, 300 Watt power supply. System came with ATI HD 2400 pro which is fairly useless. Found a super bargain on HD 2600 XT, not that great but much better than the 2400 pro, and has low power requirements.

When I put the new card in, I get a bunch of extraneous pixels on the screen starting at POST and going all the way through Windows. At first I thought it was because I was using a DVI-to-VGA adaptor, but our old 2400 pro also has a DVI output, and when I put the adaptor on that output, the old card works just fine and has a clear picture. Both cards are from the same ATI family and use Catalyst drivers, so I can't imagine it's driver issues, especially since screen is messed up even before drivers get loaded.

Any ideas what could be wrong? Is it just a faulty card, or am I missing something?
